I'm afraid I'm out of real ideas. The last thing I'd check is to use the IP address ending in .130 in the git request directly:
git clone -v -b metadata-v2 git://192.30.252.130/JuliaLang/METADATA.jl METADATA but this is grasping at straws at this point.
