This is simply because Julia 0.3 only recognized an older version of 
Unicode (Unicode 5, if I recall correctly) when characterizing codepoints 
for use in identifier, hence it did not recognize U+209c.  (This codepoint 
could still be used in strings, but it wasn't recognized as a "letter" for 
purposes of deciding whether it was a valid identifier.)

It works fine in Julia 0.4, which currently supports Unicode 7 (and will 
hopefully support Unicode 8 in a few days).
