Bugs that aren't regressions shouldn't hold up the release.
It would be useful to go through the list of issues marked "bug" and mark those which work fine in 0.3 with the "regression" tag. I've gone through a couple dozen of the recent bug reports, and so far I haven't found any clear-cut regressions except #12896.
