Only the .tmlanguage file is used at the moment. Once extension support improves and a package manager is introduced it would probably no longer fit in the textmate repo. For now however, it would have far better visibility there. I doubt many will use it though at this time. Atom is still a better choice. Once Gallium is ready and you can extend debugger support in vscode, then vscode would be possibly a better solution. Not at this time in my opinion.
