I got the following output:

julia> ENV["PYTHON"]="python"
"python"

julia> Pkg.build("PyCall")
INFO: Building PyCall
INFO: PyCall is using python (Python 2.7.3) at /usr/bin/python, libpython = 
libpython2.7
