Not easily. I think it's usually harmleas to have BaseTestNext installed on 0.5.
If you want to conditionally depend on a deprecated package that has a julia version upper bound, I think you'd need to work with the package author to make a separate branch with a basic deprecated stub to be used with the newer version of julia.
