No, but uninformed discussion can waste people's time, and decreases the signal-to-noise ratio of the group. (It also wastes your time; as Stefan says, the Julia developers are unlikely to seriously consider language proposals from someone who has not demonstrated an understanding of the language via contributions.) I've been on the Internet long enough to remember the original Usenet software, which used to force you <http://www.livinginternet.com/u/uu_post.htm> to agree to a scary warning before posting: *This program posts news to thousands of machines throughout the entire civilized world. Your message will cost the net hundreds if not thousands of dollars to send everywhere. Please be sure you know what you are doing. Are you absolutely sure that you want to do this? [y / n]* It is still good advice to think of the costs you are imposing on strangers (in terms of time and attention at least) when you post to a public forum.
