Yes, of course one can not renounce to a needed functionality just to stay
compatible with 1.4.
Just be sure to do it only if there's no other (or no easy) way to do it.
 
Speaking about plugin-ins, there's no problem if they require 1.5 but if the 
core
can run with 1.4 is better, so that more users will (maybe) use it.
 
Anyway 1.5 is around since a good deal of time now and there's 1.6 already,
so I think the time has come for all good people to upgrade from 1.4!!!
