Yes, it definitely looks like PROJ4. I wonder whether they use the same SRIDs as PostGIS? If not, that's yet another set of magic CRS number... sigh.
This is good from the point of view of Proj4J - the more projects that use PROJ4, the more reason there is to stay close to that codeline with a Java lib.
