If the theory is "confirmed", CTS plugin should be the base for a crs
plugin for Oj if it can assign a crs to the whole project
I recently discovered that AdbToolbox software (a Jump clone) has a crs
transformation plugin (working on vector and raster via Pirol Raster
support, I think), it uses geotools as libraries (and maybe gdal). I
downloaded the source code and tried to compile for OJ with some resaults.
If you want (and have time to work around) I can send you the code.
