Hi, It is about compromising and optimizing. It is also not correct to assume that user would never like to return to drawing tool after the first pan.
With the material I have been working with, I consider that it is a correct assumption in more than 95% of the cases that operator wants to add at least one vertex after the first pan and in this case automatic switch back to digitizing mode saves one mouse click. If it was not the case, the pan tool should be selected again which means only one click more and the situation would be the same than with the forced "Select Pan tool - Pan - Select drawing tool - Draw" workflow . If there is a land parcel or a road that must be digitized it is very uncommon to do several pans between the vertices.
