you mean, check if there is an unfinished drawing? that'd be possible. but i am still not convinced that switching back after panning once is a good idea. the behaviour is intransparent to an unsuspecting user, as the tool deactivates itself although explicitly activated. this might be a good advanced option, but no idea for a default behaviour.
