Note, I haven't read the thread completely yet. But: I am with Michael. It's not obvious to me what the gain of this would be. Using the Plugin menu seems to me a central point for other developers to make stuff available if he does not know (or care) where to put it, and vice versa: a good spot for users to start looking on new stuff.
