Eric,
Is 9.1R2.10 the old version you are upgrading from? If so, do a 'request
system software delete-backup'. This could happen if either the .md5
file has incorrect value or the MD5 calculation of the JUNOS image is
different.

Anyone seen this before? Did some searching on the JTAC site, but couldn't
