From the 9.3 release notes:

"On M20 routers running JUNOS Release 9.3 and later, nonenhanced FPCs do
not come online because of memory limitations. These FPCs appear as FPC in the Description column of the output from the show chassis hardware command. As announced in Technical Bulletin PSN-2004-08-024, these FPCs have not been

I would normally open a ticket, but this is a lab box not under contract that I'm using to test some stuff out on. Everything works fine with 9.0R2.10. Juniper support site says FPC and this PIC are a valid combination for 9.3, so I'm at a loss here.
