On original architecture boxes (M5-M160) B-chip 2.0 is a FPC non-E, and B-chip 3.0 is an FPC-E. I have no clue if the Adaptive Services PIC requires FPC-E (never used one), but there are definitely some PICs that do (1GE-SFP-QPP comes to mind). There are also limitations on the number of different PIC types you can mix into a single FPC non-E in newer code.
