I recommend skipping the validate step and making sure you have good
oob. You can also try to find something where the upgrade path is
supported, in theory you need to jump to 10.0 before 10.4 but i've found
that if you use the jinstall that's not needed.
I upgraded a pair of M7is a few months ago from 8.5R4.3 to 10.3R1.9 and
had to go through a few intermediate upgrades to avoid the errors you
described, in addition to upgrading the RAM and compact flash on the
RE-400. I didn't try the no-validate option though.
