You might need to check with your Juniper SE on this one, but I don't think so - the release notes don't actually mention what models cards they support other than "This release supports 3G USB modems on the SRX210 device". Just for kicks, I tried it out on the SRX100 but the commands are not available. One OS indeed. As for OoB management - you can SSH to the IP on the cellular dialler interface, but it's not really out-of-band. Also, the "call" needs to be initiated by the SRX to bring up the interface.
