-- are both links using a media convertor? if so, have you checked
settings on both devices? normally they well have jumpers are set properly
-- what do your configurations for both ports look like?
Anytime you introduce a media converter there is always room for problems

At the risk of asking the obvious - are the devices directly connected, or is
there interim equipment in the path (media converters, NTUs etc)

I saw it before, but it's strage since I do not guess that lldp pkt can be
filtered (I've BGP peering between two sites).
Sometimes line flap and BGP goes down, but when it's up the line (and BGP) I
expect to have lldp neighbor up.
