You can't oversubscribe the capacity of the MPC7 card. See https://www.juniper.net/documentation/en_US/junos/topics/topic-map/preventing-oversubscription-active-physical-ports.html#id-supported-active-physical-ports-for-configuring-rate-selectability-to-prevent for permitted port configurations.
