JRuby has been on the forefront of testing out new JVM features from the MLVM project, but even we haven't had a chance to play with tail calls yet. It certainly requires resources. Either way, though...I think they should be added so we have the option to use them. It's a chicken/egg thing...languages don't support TCO because the JVM doesn't. JVM doesn't support TCO because the languages don't use it.
