I figured out the problem. It actually was a settings version problem.
The imported file came from the latest Nexus 7 version of K9 which uses 
version=30 settings, while my Galaxy Nexus with its latest version of K9 
uses version=28 settings.
Apparently, the import function (silently) recognizes and rejects the newer 
format as invalid without any warning or notice.

Presumably, this should be fixed so that the user is warned that there is 
an incompatible (e.g., too recent) version of settings.k9s
