Because it works fine if you've got an Archive folder. POP3 doesn't support multiple folders (folders created exist locally). IMAP does support multiple folders synced across multiple devices. So the archive option in K-9 works great with IMAP. I don't use POP3 for anything so I don't know how it would expect to function. I'd expect it to not function without a local Archive folder. I don't know if K-9 creates one by default.
