I believe that the K9 IMAP account-level settings option:
fetching mail/sync server deletions
is the controlling setting. If you want to keep messages in K9 on
the mobile device, even when deleted from the server, turn that
setting off. [I don't use POP so don't have those setting options
handy.]
This is a K9 (IMAP) setting, so not specific to an android release
or samsung device. Other email clients on a device may have settings
that differ and so may manage their mail store in other ways.
