What one sees seems mostly to be based on screen size/orientation. The "visible message actions" that Seth mentions doesn't include the compose or reply/forward actions.
With my Nexus 5 (android 5.1, K-9 5.106 (alpha)) I see what you see, when in landscape. In portrait I get the other view (the one you want). This would seem to be backwards since landscape has more room so could have the additional buttons. If you don't have the compose (envelope) and/or reply/forward arrow I believe you'll find those capabilities under "send" under the three vertical dots (in the upper right in your view).
