That's very strange, you're right I would expect it to be the other way
around.
I did find the actions there, just an extra step. Not sure why it was
coded this way.

With my Nexus 5 (android 5.1, K-9 5.106 (alpha)) I see what you see,
when in landscape. In portrait I get the other view (the one you
want). This would seem to be backwards since landscape has more room
so could have the additional buttons.
If you don't have the compose (envelope) and/or reply/forward arrow
I believe you'll find those capabilities under "send" under the
three vertical dots (in the upper right in your view). If you have
those action buttons then the menu under the dots doesn't include
"send".
