I found your post because I had the opposite problem, I could send mails, 
but not receive them anymore (after using K-9 Mail for months with Hotmail 
on my Android Tablet, I've been very happy with this mail client and I 
definitely want to keep it!). 

So, I just managed to fix everything and I hope my experience is useful for 
you. To make sure we speak about the same, I use IMAP (not POP). 

1) Make sure you have the latest version of K-9 Mail installed (currently 
5.010).

2) My outgoing server settings are slightly different from yours: 
SMTP Server: smtp-mail.outlook.com (instead of smpt.mail ...)
Security: STARTTLS
(the rest is the same as your configuration)

3) Incoming Server settings:
Server: imap-mail.outlook.com
Security: SSL/TLS
Port: 993
Require sign-in (checked)
Authentication: Normal password

Note that I still use the "old" server settings. Outlook has actually 
changed to outlook.office365.com (incoming server) and smtp.office365.com 
(outgoing server) some weeks ago, but they don't work for me. Maybe they 
will in the future, so should anything not work, make sure to check if 
Outlook made changes for the IMAP settings without letting you know and try 
with different server addresses...
