A few thoughts:
• have you contacted the admins of the POP3 server, to see if they can
shed any light on it? e.g. perhaps they only allow N concurrent logins?
• try exporting K-9 settings from a working device, and importing on the
Tab A, just to ensure no differences. You will need to re-enter
password, however.
• is it possible that some odd keyboard setting on the Tab A is messing
up your password? Does it have unusual characters in it that might be
being mangled on the Tab A? Can you change the password to something
that includes only [a-z[A-Z][0-9][.,] and see if that makes a difference?
• same k-9 versions across devices?

outgoing servers. It's a POP3 account.
