For the S10 and probably other recent Samsung devices, this option is no longer available in the Battery menu, but can be found by searching for "optimize battery usage" in the search bar on the main settings menu.
Then you need to change "Apps not optimized" to "All" so the list includes the "optimized" apps, i.e. those that are put to sleep automatically. Then you find k9 in that list, and turn off optimization. It probably also helps to go to Settings > Connections > Data usage > Wi-Fi data usage and allow background data for k9. Same for mobile data usage. Another thing to check: Settings > Apps > App Info > k9 > Battery > turn on the 'Background activity' option if needed.
