This is not a use case we want to encourage. So it's disabled by
default. See also:

You can enable it by setting 'Account settings > End-to-end encryption >
Hide unencrypted signatures' to off. Then you'll find the option "Enable
PGP Sign-Only" in the menu of the compose screen.
