No matter what options I will choose in settings (Primary, Secondary Display)
or what rules I will create when I plug in secondary monitor all windows goes
to that secondary monitor. I can move them back to primary but dialogs appears
on secondary even if application window is on primary. Does not matter if
application is GTK or QT based but java applications just appears on center of
both screens (one half on secondary, one half on primary).

Steps to Reproduce:
1. Plug in secondary monitor
Actual Results:
Windows goes to secondary screen when plugged in.
Expected Results:
Windows stays on primary when pluggin in secondary monitor.
