As a Fedora 41 user, I also initially had the same issue upon upgrading to
Plasma 6.3 where powerdevil was refusing to start, so power management was
unavailable. However, I discovered something strange as I tried running dnf
upgrade --refresh: several KDE packages had actually failed to update to 6.3,
so I only had a partial Plasma 6.3 upgrade.

For me, the culprit was that I had Klassy (3rd party theme) installed, so
several packages just failed to update due to a dependency conflict... but
dnf4/Discover/packagekit just silently went through with the update anyway.

I removed Klassy, re-ran dnf update, and the rest of the KDE components updated
to 6.3. With that, powerdevil and power management started working again.

Not sure if this is the exact same issue, but I've been noticing the common
theme of several of these reports being for Fedora, so figured I would mention
this in case it helps anyone.
