SUMMARY
Seems like there is a bug that makes user installed cursors no longer work on
KDE, i don't know if this has been an issue n prior versions of KDE, i only
tried changing the cursor because of the gtk 4 giant cursor bug.
Interestingly if I install a cursor theme through the package manager or add it
to the "/usr/share/icons" it shows up and works fine like the bibata cursor in
the video.

STEPS TO REPRODUCE
1. Add a theme to ~/.local/share/icons or install it from the KDE cursor
manager
2. Try to select it

OBSERVED RESULT
It will either not be there or look like breeze.

EXPECTED RESULT
The theme I selected is used
