Since it can show the reserved one too, probably there the firmware and the bootloader report to the OS how much they have reserved from it. Unlike Windows that just shows the total one and leaves the used and available one to other tools, like the task manager (resource / system monitor there). Which makes sense when you have 2 different tools, one to show the system information and one to should the resources usage. Which Plasma has too, but I think this this information page is mingling things, showing resource usages that belong to the System Monitor. Even more since the hardware section should show the hardware as it is, not how it is used or how much of it it is used. For example the CPU in the same Hardware section is shown as: 8 × Intel® Core™ i5-8250U CPU @ 1.60GHz Which besides the stupid 8 x (as as I have only one) is showing the correct base frequency.
