SUMMARY
My apologies if this isn't a KDE bug. It probably isn't related to settings app
also, but I didnt know where to put it. I'm using latvian (apostrophe) keyboard
layout, but should apply to any that uses "Level3 latch". When quickly pressing
"Level3 latch" and then "Shift" keys to modify and then capitalize a letter,
the resulting letter gets capitalized but not modified. So if I wanted to get
"Š", instead I get "S". Happens to all modifiable letters. Seems to be because
there is some delay occurring, because it works if you take more time between
pressing "Level3 latch" and then "Shift" + "s". Works correctly when not
capitalizing, so "Level3 latch" + "s" doesnt have a delay. Works correctly when
using "Level3  Shift" and "Shift" keys for same layout, which makes sense since
it needs to be held down. So only this only specifically applies to "Level3
latch" not "level3 Shift".

STEPS TO REPRODUCE
1. Set keyboard layout to latvian (apostrophe)
2. Quickly press "level3 latch" and then "Shift" + "s"

OBSERVED RESULT
letter "S" gets printed

EXPECTED RESULT
letter "Š" gets printed
