I realised that the issue might be different, and possibly not a bug. The system had some weird and whackadoodle problem with multiple screens, so I tried to restart KWin (on X11) from TTY3. It didn't fix the issue (opening the laptop's lid and closing it again did), but since everything worked correctly I just forgot I had restarted KWin that way. I have now restarted it again, but this time using KRunner, and the issue went away (i.e. fonts display correctly). Is this expected behaviour?
