When you move mouse fast enough (doesn't even need to be super fast) it fails
to highlight countries/zones
STEPS TO REPRODUCE
1. Open the time zone page
2. Move mouse fast over the the map
OBSERVED RESULT
Zone highlightning is lagging behind mouse
EXPECTED RESULT
Zones get highlighted as user moves mouse
