SUMMARY
After taking a screenshot with Spectacle to copy the image to the clipboard,
normally you would be able to paste it into a folder in Dolphin. You can't do
that on the desktop background though.

STEPS TO REPRODUCE
1. Take a screenshot of any area of the screen in Spectacle
2. Click on the desktop background
3. Press Ctrl+V
4. Right-click desktop background
5. Observe the "paste" option that is greyed out

OBSERVED RESULT
Ctrl+V produces the system error sound and the right-click option to paste is
disabled.

EXPECTED RESULT
Dialogue asking "filename for clipboard content:" should appear with the
default filename of "pasted file.png" and data format "PNG image (image/png)"
