STEPS TO REPRODUCE
1. Download a file in Firefox with plasma-browser-integration installed.
2. While the success notification is still visible, try dragging-and-dropping
the file to a folder in Dolphin.
EXPECTED RESULT
Previously, one of the available actions in the drop menu had always been
“Move” — saving the user a trip to ~/Downloads.
OBSERVED RESULT
No “Move” action — I can only make a copy or “move to a new folder”.

ADDITIONAL INFORMATION
This is not specific to the download notifications, I can also reproduce this
issue with Spectacle's screenshot notifications.
