SUMMARY
a background window gets raised when left mouse button is released. Focus is
set to "Focus follows mouse.*", no "Click raises active window", no "Raise on
hover"

STEPS TO REPRODUCE
1. click on a background window, holding mouse key
2. release the mouse key
3. 

OBSERVED RESULT
window gets raised, which it shouldn't

EXPECTED RESULT
window stays in background

ADDITIONAL INFORMATION
the same is true for moving windows using either ALT+mouse or by clicking on
the top window bar. upon clicking to move the background window, it gets
raised. which it shouldn't (IMHO). I set all options I could find regarding
movement to not include "raise"

I always use "Focus follows mouse" and have the background windows stay in
background! I can mark text with the left mouse key and copy it in my active
window using middle mouse button. I only raise windows if it's really necessary
using ALT+middle mouse key or ALT-Tab  ... but as screens are getting bigger
and bigger I raraly have to.
