thanks for your hint. "Activate and pass click"  does indeed what I was looking
for.

maybe it's another "bug" but by moving background windows they still get
raised. which I don't want to.
the "Inner Window, Titlebar and Frame Actions" shows Alt+Left click "Move"
............... not "Move and Raise", which does not exist atm (in contrast to
the "Inactive Inner Window Actions" drop-down list

maybe there is a way to add an option that says "never change window order
(raise,lower)" on the Window Action Tab?  this is what would I prefer when
moving,resizing windows -> only change excatly that (pos,size), no change of
order (raise) and no focus stealing - that is why I use and really like "Focus
follows mouse"!
