Window Behaviour Focus Stealing Prevention

This happened after I upgraded to Kubuntu 25.04 and 25.10 from 24. I am using
Wayland.

While using Dolphin, right clicking on a .txt and choosing Kate (Kate must
already be open) will load the document but Kate remains minimized in Task
Manager. This also happens with other applications. See steps

1. Open Kate and minimize it.
2. Open Dolphin and right click on .txt file
3. Select Kate.
4. Kate remains minimized in Task Manager highlighted.

Try it again on different .txt files. Only happens if I right click and select
Kate. Not if I double click.

Same happens with other applications, Not just with Dolphin or Kate.  E.g.
happens when opening up Chrome from Godot gaming engine. See video. Any ideas?

I did the upgrade and even changed the Focus steal to none as a test and still
is the same problem.

Operating System: Kubuntu 25.10
KDE Plasma Version: 6.4.5
KDE Frameworks Version: 6.17.0
Qt Version: 6.9.2
Kernel Version: 6.17.0-6-generic (64-bit)
Graphics Platform: Wayland
