Can you file a bug report? This seems like a different issue, it'll help with keeping track of things. I can see that the background is much brighter when HDR is on but that's probably because the blur effect doesn't do proper color management. When you take a screenshot, the output contents will be rendered with sRGB, so you'll see normal contents. Things might have changed in 6.5.1 because we shipped kwin with the contrast turned off, only saturation.
