SUMMARY
Maximized windows shift under the vertical panel on the left side of the screen
after unlocking the screen (i.e. the left vertical panel overlaps maximized
windows).  This occurs even though the panel's visibility is set to "Always
visible".

STEPS TO REPRODUCE
1. Create horizontal panel at the top of the screen with:
- Position = "Top"
- Alignment = "Center"
- Width = "Fit width"
- Visibility = "Always visible"
- Opacity = "Adaptive"
- Style = Floating off
2. Create vertical panel on the left of the screen with:
- Position = "Left"
- Alignment = "Center"
- Height = "Fill height"
- Visibility = "Always visible"
- Opacity = "Adaptive"
- Style = Floating off
3. Open 2 to 3 applications and maximize their windows
4. Lock the screen
5. Unlock the screen

OBSERVED RESULT
Maximized windows have "shifted" to the left with the left vertical panel
overlapping the window.

EXPECTED RESULT
The left vertical panel and window should not be overlapping.
