[plasmashell] [Bug 513110] When apps demands attention (orange highlight), they should only be able to stop the panel's auto-hide for 5 seconds, like a notification.

The issue is that I don't want to mark the Telegram message as read, nor I want
to close the app because of my messages I've sent to myself.
But because of that the auto-hide doesn't auto-hide.
