Because of kernel limitations, we have to force a software cursor for tearing
to work.
With the software cursor, we don't want to repaint often just for cursor
changes, as otherwise we're taking away performance from the game and limiting
its responsiveness.

Maybe we need to have some fallback for frame scheduling that keeps the parts
of the image that aren't the focused app updated with at least the refresh rate
of the screen.
