According to  Jean-Baptiste Mardelle it is Audacious. He was able to confirm
the behavior on Kate and Firefox. He writes:   
> "However if we pass over the desktop or over another window, the drag event 
> is then correctly working."
And has added a screencast showing this called ' drag working'.
