Patch (against 6.5.5) removing the hard build-time dependency on vulkan (via
qt-base)

I'll add the completed works-for-me patch against 6.5.5 for those interested in
a solution on their non-Vulkan systems, or distributions wishing to provide a
binary without a dependency on Vulkan. Since 6.3.2 the patch didn't need much
change. I've tested this on my Sandy Bridge Gentoo box, only as far as making
it build and run without issues on my particular system. 

Gentoo Users: See downstream at https://bugs.gentoo.org/949679 for an
accompanying ebuild adding the -vulkan use flag which applies the patch.

I have *not* tested whether this breaks anything on systems that *have* vulkan.
Maybe someone can try it and report here.

Of course, I'd still love to see this approach reviewed and adopted by
upstream, but as Harald didn't sound to keen, and I can't twist his arm. ;) Let
me know if you'd consider a proper PR if I made one.
