Yeah it would be great to have this system-wide. For those applications which
use scroll wheel to resize images and videos, that can still be provided as an
option to change the behavior.

Yes the new option System Settings > Mouse & Touchpad > Mouse > Hold down
middle button and move mouse to scroll is not helpful or ergonomical . It
places strain on the digits and wrist. Ideally
middle-click-and-release-then-drag should be there either as a configurable
option or default one.
