SUMMARY
When using a multi-monitor setup, sometimes alt-tabbing between windows won't
bring up the selected window above certain programs (namely, games).
STEPS TO REPRODUCE
Load up any game in (borderless) full screen mode on one monitor and place a
window behind it. Click to the other monitor and alt-tab select the window
behind the game to try and bring it up in view over top of the game.
OBSERVED RESULT
The selected window does not get brought up over top of the game.
EXPECTED RESULT
The selected window should be brought up over top of the game.

So far, I've tried this in Warframe and Oxygen Not Included.
